Why do the benchmarks only go between 9 and 90%?

The benchmark data that is shown in the Provider plan files is based on the MGMA Academic tables which have a minimum benchmark percentage of 9% and maximum percentage of 90%. All providers are measured based on the “All” benchmark and is not rank adjusted.
