No. Attachments are saved to the general plan file rather than a specific cell in the plan file. For that reason, a file name with a detailed description is recommended.
This error usually when you copy and paste a comment field into another comment field. The best practice is to use the copy then paste values into the new cell.

Most Nurse Practitioners are budgeted in the Provider model, however some divisions (i.e. the School of Nursing) is NOT using the Provider model therefore you budget for nurse practitioners via the Labor tab in the FAO plan file.
