Health Reimbursement Arrangement

For Medicare-eligible retirees

Eligibility

The HRA is a retiree-only plan for Medicare-eligible retirees. Because the plan is retiree only, IRS regulations do not allow individuals who are employed by the University to participate in the plan. A retiree who is re-employed by the University, including in a time as reported (TAR) position with the University, will cease participating in the plan. Once the re-employment ends, access to the HRA restarts effective the first of the month following and the retiree and their spouse will be eligible for the HRA subsidy for periods after employment ends.

Enrollment in medical coverage must be completed through Via Benefits in order to be eligible for the HRA for Medicare eligible retirees.

All funding amounts are listed annually. U65 are for retirees age 60-64 and O65 are for retirees age 65 and over.

If one spouse is Medicare eligible and one spouse is non-Medicare eligible, please email retireebenefits@ur.rochester.edu for more details.

For non-Medicare eligible plans, the subsidy amount will be taken off of the U of R bill. It will not be in the form of an HRA.

*Contributions will be reduced for those that retired with part-time eligibility.

HRA reimbursement

To submit a claim, you will need to obtain an individualized claim form through Via Benefits or submit it online. More information on the next steps is detailed below.

Claim forms can be obtained by calling Via Benefits at (833) 945-1110. These requests can be made either automatically through IVR or through a customer service representative.

You can also submit a request online on the Via Benefits website for processing up to 10 days faster. Once you access your reimbursement account, you can review your account balance and activity, submit a reimbursement request online, or sign up for direct deposit. To get to your reimbursement account, follow these steps:

  1. Sign in to your Via Benefits account. Note: You must create an account if you haven’t already. Learn how to create an account.
  2. On the My Account page, select the name of the family member whose information you wish to view.
  3. Select View Accounts in the Funds and Reimbursements section.
  4. Select Reimbursement Center on the Funds and Reimbursements page. You’ll then be taken to your reimbursement account.
