As of Mar. 27, 2025, NASA has updated the NASA Grant and Cooperative Agreement Manual (GCAM) and NASA Grant and Cooperative Agreement Terms and Conditions (GCAT) to comply with recently-issued Executive Orders. Both documents are now available on the NASA Grants Policy and Compliance website under the “Regulations, Guidance, and Forms” section.
According to the Jan. 23, 2025 Memorandum for NASA Contractor and Grantee Community regarding Initial Guidance Regarding Diversity, Equity, Inclusion, Accessibility (DEIA) Executive Orders:
- All diversity, equity, inclusion, and accessibility (DEIA) activities required of their contracts or grants should cease and desist immediately. This work may include but is not limited to: DEIA plan requirement, training, reporting, considerations for staffing, or other direct or indirect contract or grant activity.
- Stop-work orders or terminations may be issued for specific projects to stop all or any part of the DEIA-related activity.

All contractors and grantees should notify their contracting officer or grant officer if they identify requirements within their contracts or grants that are in violation this guidance.
